The word επιπτώσεις can be translated as "effect" or "impact". Usually it is considered something bad. E.g. "Το κάπνισμα έχει σοβαρές επιπτώσεις στην υγεία = Smoking has severe impacts on health".
On the other hand, συνέπεια is a more complex word. The first meaning is pretty close to "επίπτωση", meaning "consequece" or "result" (not good or bad). Τhe second meaning, though, is "punctuality". E.g. "Ο μαθητής πρέπει να δείχνει συνέπεια στο σχολείο = The student must show punctuality at school".
