"Προκειμένου" is a linker phrase which is always followed by "να".
The easiest way it can be translated, is with with "αν" (=if): Προκειμένου να γίνει φασαρία, θα υποχωρήσω = If it's going to be a fight, I will step back.
Also, it can be translated with "εφόσον πρόκειται" (since it's about to happen). Example:
Προκειμένου να γίνει φασαρία, θα υποχωρήσω = Since it's about to be a fight, I will step back.
In general, it is used for something that is about to happen, and maybe there is some easier alternative to follow.
Please note that "προκειμένου" is different from "εν προκειμένω", which means "in this case".
